Wow, didn't realize this has been going on since the 19th on OE General...

Might want to explain in OE General what "use secure authentication"
means verses SSL/TLS connections [I didn't read the whole discussion so
maybe you already did]; and remind him that if an individual site
OFFERS/requires a security certificate it can be installed *upon access*
[e.g., for GoDaddy, Live, etc.]... and as noted over there, disabling
the anti-v message check does not mean its not running [such as AVAST'S
proxy runs regardless - can be tested by running filemon] so the .ini
[mentioned] check should be added to the firewall, router, and other
checks [ports/etc. which you probably already did..].

Sorry to butt-in here.... just brain activity leaking out...

And just to pitch a biach,,, wonder why Microsoft/Live just didn't use
IMAP... pop is so clunky...

How typical,,, asking for help,, avoiding posting all information and
complaining when things don't work...

Things noted beyond the ESC [enhanced security control] issue:

Jim's message 14 ran a TEST message - blocked as a SPAM/hack, DUUUHHHH

Jim's message 15 verifies it ended in trash/spam - obviously the IP
and/or sender was added to SPAM blocking activity; message should have
been moved to INBOX to remove the SPAM/Junk block..

Jim's message 31 - grandfathered account deleted/removed, new account
created - gees, so was the old grandfathered account gone - eheheheh

That thread needs a summary with a verification of whether the
original account was recovered or otherwise,, and whether or rather what
caused the account [which ever one now works] to function...
Doubtful whether Jim will be answering anymore questions or supplying
any answers though...

That discussion will *really* screw-up someone searching for the terms
associated with the original errors and issues on the search engines...

SIDE NOTE:

Glad to see Microsoft/HotMail/Live at least stopped using off-site
authorization [now using secure.wlxrs.com {msft} - its own secure
authority] for mail. Now if we could only get them to support IMAP so we
could access all of our folders....

Still have all those *legal noticed/government/media messages* STUCK
on one of the HotMail accounts, and Live support's ANSWER was to
delete/close the account [reference - discussion {this group} and
contacts with Live over a year ago] which means I'm still not impressed
with the purported service, dang, I should have used GMail.

Not sure what you are asking. The direct download link is from Windows Update downloads, for manually downloading updates that could alternatively be gotten through Automatic Updates. It is the same source, just different methods of getting it.
