Default Power management settings

Win98 SE
19" Sony CRT Monitor (2002)
Power scheme "Home/Office Desk"

I am curious as to whether using the power management properties and turning
"off" the monitor after 45 minutes(or some other time period) of non-use is
"hard" on the monitor?

It does not appear to physically turn the monitor to an "off" state, but
does appear to stop the display (give a black screen).
