Default Poor WIN98 performance

Hi the I use Win98SE on a Intel i810-based desktop with a 600MHz celeron
and integrated intel graphics. I recently did a clean install of WINXP, but
performance was unacceptable (interesting, I ran WINXP on this a couple of
years ago on this computer and it was fine). So I did a clean install of
WIN98SE again and on the system monitor, something is using 25% of the system
resources, continuously. Any idea what this is or how I can find out?
Unfortunately, WIN98 doesn't have a TaskManager service (that I can find).

I should add that while system monitor shows 25% usage continuously, the
resource meter appears to be saying differently:

System Resources: 95% free
User Resources: 97% free
GDI Resources: 99% free

??????????????????????

System Monitor is notoriously buggy in Win 9x - try using Process Explorer
instead...

System Monitor shows 25% usage of *what*? Not Resources, as Resources is not
monitored by System Monitor. I assume you are referring to Processor Usage in
System Monitor, which is one of that utility's buggier modules. As Noel suggests,
use the free utility, Process Explorer, for proper CPU usage readings:
http://www.sysinternals.com/Utilitie...sExplorer.html

Resources, as monitored by Resource Meter, are explained he
http://www.aumha.org/a/resource.htm
and
http://www.onlinehelp.bc.ca/tips.htm#resources

Did you install any chipset drivers that may have been included on the motherboard
CD?

Did you enable DMA on the hard drives and optical drives, through Device Manager?
