With Windows Explorer double click Regedit.exe in the Windows folder
and navigate to this key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\Explorer

In the right pane see if NoRun= 0x0000000(1)
I so right click NoRun and modify by entering a 0. (zero)
Exit and reboot.

Default run command

That sounds even worse. The START button is part of Explorer. Especially
if it also happens in Safe Mode, consider the following...

(1) "START, Run, MSInfo32, Tools menu, IE Repair Tool"

It produces a rather large "Fix IE Log.txt" in C:\Windows. IE & E
are basically one & the same. If this crashes, an over-install of IE is
indicated.

(2) Over-install IE. Try first without, but I believe it will request an
internet connection. Perhaps it is best to let it connect, actually. If
you don't care to get this fancy, just skip to step (c).

(a) Turn off interfering programs. Use http://www.pcmag.com/ 's
"StartupCop" or "EndItAll2". Or "START, Run, MSConfig, Startup tab".
Note what is unchecked, if anything. Then, go to the General tab &
disable the entire Startup Group, by clicking "Selective.." & unchecking
"Load Startup...". Reboot.

(b) Perhaps, if you haven't got EndItAll2, then "Ctrl-Alt-Del" & end
task all but Explorer & Systray. If this goes badly, start again from
top, & skip it next time.

(c) "START, Find, F/F, IE6Setup.exe". Click it in the Find window.
NOTE: If you are IE5, then it's "IE5Setup.exe". If there are more
than one (I have two each), click the one in "C:\WINDOWS\Windows
Update Setup Files" or "C:\Windows Update Setup Files", as applicable.

(d) Re-enable the Startup Group. That will automatically check all
items. Go to the Startup tab & uncheck any noted in step (a). Reboot.

(e) Perhaps go to Windows Update, to see whether it now offers
criticals.

I don't like the sound of that. When was the last time you did a virus
scan?

(1) Update your definitions, & do a virus scan. Some of these may do an
online scan &/or allow download of definitions to a floppy.

http://security.symantec.com/sscv6/default.asp

http://www2.my-etrust.com/
http://www.3lanes.freeserve.co.uk/whcc/

http://www.microsoft.com/technet/tre...hnet/security/

(2) It may be helpful to take these two Badour repair ".reg" files.
Unzip them & click the ".reg" inside. This will merge the fix into your
Registry.
http://home.satx.rr.com/badour/html/reg_files.html

http://home.satx.rr.com/badour/asset...s/ExeAssoc.zip
Repair .Exe Association. Sets the default association for .exe files.

http://home.satx.rr.com/badour/assets/images/LnkW98.zip
Link Association (Shortcut) Repair. W95 with IE4 and W98.

By default, when a ".reg" is clicked, it will Merge into the Registry.
To alter the default behavior: "START, Settings, Folder Options, File
Types tab". Scroll to & click "Registration Entries", click the "Edit"
button, select "edit" in the window & click the "Set Default" button.
Now, when you click a ".reg" file, it will open in Notepad for
examination. To merge it into the Registry, R-Clk it & select "Merge".

Can you get those Badour .reg's? They may repair you well enough to
update defs & run a virus scan. Otherwise, build a floppy based virus
scan from another computer, either at your scanner's site or at
another's.

Default run command

Here are a couple of manual things to check...

Boot to Safe Mode (Hold F5 or CTRL at boot), & see whether you spot it
in...

(a) "START button, Run, MSConfig, Startup tab".
Uncheck anything that looks like a virus. (Perhaps turn off the entire
Startup Group.)

(b) "START button, Run, SysEdit" to look at System.ini & Win.ini.

(a) Normally, Win.ini has these first lines...
[windows]
load=
run=
....Anything after those equal signs could be trouble. (But it's OK not
to have the lines at all.)

(b) System.ini will have this in the [boot] section...
[boot]
shell=Explorer.exe
....Anything other than JUST that on that line could be trouble.
