Default No network logon

I have a laptop running ME in a home network. The logon window only appears
when the system has not shut down properly on the preevious use and it runs
the scan prgram (which re-starts about 10 times before it actually completes
the scan). On a normal start, the login window does not appear and although
usually I can see the other computer (running Xp Pro), it cannot see the
laptop.

How do I ensure the login window appears all the time, and is there a way to
make the scan run without having to restart so many times?
