on the dexktop.
The desktop has a Netgear FA311 Etherner Adapter, and the laptop has 802.11

Default connecting ME to XP, re wireless network

First thing to check it that the Wireless side of the Router is switched
on - often by default they are shipped switched off. to do that you'll have
to log into the router and check the configuration - or just scan to see if
a Wireless network is found (does the laptop actually see a network
available, or not?)
Ensure that you have all firewalls on the ME machine are switched off until
after the network is working properly - you can then reconfigure the
firewall to allow the traffic you want - otherwise you may just be fighting
yourself (what firewall are you running, if any?)
Turn off all encryption on the router until you have the laptop connecting
properly - then build your keys. This prevents problems caused by incorrect
keys, and makes life easier.
How good is the signal on the laptop? - make sure it's a good signal until
you have everything sorted.

My router does not have a switch,
I think the problem is between ME and XP,
I want the desktop to be the host, and the laptop to be a client, but ME
does not know how to set up a wireless network, just a home network. XP will
let me do it, but the laptop does not have a floppy drive, so I can't make a
disk of the settings to use on the other computers in the network. there are
no firewalls on the dexktop, yet, that will go on after I get this mess to
work.
The laptop can't get the signal, because the desktop can't create one. If I
plug the laptop in to the router, it gets the signal, but that defeats the
point of a laptop.

Default connecting ME to XP, re wireless network

It's not a physical switch - it's a switch in the configuration!

Read the Reference manual for details -
ftp://downloads.netgear.com/files/wgr614_ref_manual.pdf (you don't say which
version number of the router you have, so I've assumed the base version)
I would suggest resetting the router to factory default, and starting from
scratch

There is NO NEED to set up ICS for networking PC's with a router - your
router is the host, and all PC's are clients.
Uninstall ICS from both machines
Then set both to get their IP from DHCP in the normal way - the DHCP server
is the router, which will then assign the machines an IP - to allow
filesharing between the ME and XP machines you should check that they are
both assigned to the same workgroup name in System Properties|Computer Name
(XP) and Network Properties|Identification (ME) - note that the workgroup
name and the computer names must NOT have spaces in them, or networking is
likely to fail.

The desktop doesn't create ANY wireless signal. All the desktop knows is
that there's a router, and it sends all network data to that - the router
then decides where it goes afterwards (either by the WAN, LAN, or Wireless
side of the interface.)
If the laptop can't see a signal ,then you have no hope of getting any
wireless networking to work, whatever!, so check the settings in the
router - the configuration may have the Wireless switched off. Assuming the
router is switched on for wireless, and the laptop likewise, and they are in
range (in the same room, preferably, for setup), then if the laptop can't
see the network (let alone connect to it), there is a problem with the
hardware, and you need to see whether the laptop can see anyone else's
working wireless network - if it can, then there is a problem with your
router.
