Hi there, can anyone help? Can I delete system restore
temp files?

No, not without breaking the integrity of the store. What are you trying to
do as there are probably other ways of dealing with any problems?

Yes you can, but you should not unless, as Mike has said,
you have a really good reason as most problems have other
fixes. The very fact that you asked that question suggests
you are not an experienced user in which case those files
could be a life saver. The only reason a non experienced
user should want to rid themselves of those files is if you
have a virus in there. Even that is not a problem as they
cycle out soon enough on a first in first out basis.
