Default Windows shut down or restart error message

I seem to be getting the following message recently on
shutting down- "The File system mounted on the volume had
data that needed to be flushed. Some data on the volume
was lost. Next time please check to see if the volume can
really be removed". I click on ok and then it shuts down
or restarts.
What does this mean? and what do I need to do?
