Default shadows on win98

After rebooting from a browser crash I found a shadow effect which streaks
to the right from all dark text or icons. This shadow gives a
venetian-blind effect to the entire display.
The display is like this on all win98 programs (Explore,OE,PaintShopPro etc)
except for CD based games. These still show a nice clean screen.
I am running a NVidia TNT2 M64 4xAGP. My first thoughts were of partial
failure but I have noticed no difference in performance.
A few technicians I have showed the problem to were puzzled and could not
suggest the cause.
Is anyone familiar with the problem?

Default shadows on win98

Since posting I have seen a post from Jo (26/07/04) discussing a very
similar problem (my display is darker rather than lighter)
I will follow the suggestions made there and save Bert Kinney and Jeff
Richards having to repeat everything.
