Default Setup needs more conventional memory

Hello,
I am trying to upgrade from win 98se to win Me, but when setup starts it
errors saying that it needs more conventional memory to check the hard dish
space. I tried removing everything from msconfig and start in safe mode and
adding rem to everything in autoexec.bat and config.sys and I get the same
error.
Then, the setup.txt file on the cd said that setup could run from dos, so I
successfully got the PC to start in dos with a boot disk and it even had
cdrom access but trying to run setup errored out saying that windows was
needed to run setup!!!! Any ideas anyone? thanks.

Windows does not have to be running to upgrade/install Win Me. Setup can
be run from DOS. Have you tried the suggestion contained in setup.txt,
that is, to boot to DOS with CD support and copy the contents of the Win
9x folder on the Win Me CD to your hard disk, then reboot without CD
support and run setup.exe from the folder to which you copied the Win9x
folder? How much RAM does the system have?

Begin by confirming that you have ca. 500 MB of free space on C:\.
Run Disk Cleanup followed by Defragmenter on C: to make a large chunk of
free space available for the OS upgrade temporary files.
Restore your original config.sys and autoexec.bat files.
Run the upgrade in Windows.
