Run Time Error 48 on Windows Login (Can't Find PSAPI.DLL)

If I could only get to Windows I would go to that link but the error will not
allow Windows to open.

I've heard that there is a file being emailed around that is either a

CWShredder). I have run a DOS-Mode virus scan, but it came
up
clean.

Has anybody else seen this problem and, more importantly,
does
anyone know
how to overcome it - short of completely reformatting and
re-installing?
