Default Winows 98 error

When i start my computer everything runs normally then i
get my background and an error message saying 'this
programme has made an illegal operation and will be shut
down'. Then i cancel it and nothing happens. No start
menu or any files.Nothing is in the task list. I just
have to shut it down. When i re-boot with my system
restore pack it says'I/O error re insert disk' but this
message always comes up so i have to just shut down. Any
help on how to fix it?
