Default other questions/problems

1] is it normal that one cannot access the internet while
in safe mode? i've never been able to [as far back as i
can recall]
2] when i try to start in normal rather than safe now, i
get a blue screen which says something about windows not
loading properly, i think i recall, something
about 'windows security' [no, it's not 'security', it's
another word i can't recall but i'm not at my pc], a
number and that loading has been halted, restart
necessary--but i can only restart in safe mode.
3] how does one remove programs from startup in order to
stop having to use selective startup?
4] i am using a cable modem, and can't connect until i
dis- and reconnect the usb cable--i still get a 'cannot
find server' in the bottom bar, but my homepage comes up
[that is, when i can start in normal mode--which hasn't
been for a day now].

that's all i can think of now--i know it's a lot, but as
i said in the previous post, i've gotten such great help
here in the past...
