....and as soon as you get to Windows following the change to progman.exe, it
still bombs out with the Browseui error?

If not, then you need to change the boot order in the

BIOS Setup so that you
boot from the floppy before accessing the HD.

Yes it did.

But I followed kb-289799 and was able to run your
suggested program with a successful outcome.
I have just finished up the install of the last critical
patch.

So far there is no issues using the IE6 for the limited
amount that I have.
I will keep you informed here
