Windows can't create a Temp file in Windows?

Default Windows can't create a Temp file in Windows?

I have downloaded a few items, one being a Free Defrag,
as my Defrag for my Win98 never worked properly.

But in the past week or so I have not been able to open up
anything I download...it keeps saying for each one that
Windows was unable to create a file in Windows/Temp and
that they are all showing 500 Errors.

I would like to repair this problem but I can't as I can't
open any of the downloads to fix it all.

I have emptied my Temp Internet Files, cookies too.

Please advise me, somebody....I am nearly at my wits end.
