Error starting program.

I have a Win. 98se machine that I installed a Math program for my kid on. The
install went fine but it will not open the software. Error that I get:
Error starting program
The COMCTL32.dll file cannot start.
Check the file to determine the problem.

I decided to uninstall the program but it will not let me. I try to open
add/remove programs and I get the same error. I decided to reboot but I still
get the same error. I did see that this .dll file is on the machine but how
can I determine if it is bad or whatever.
