Nothing can open

Whenever I start the computer up, I cant go into any
program. I'll double click on a shortcut and it will
think for a little bit then nothing. Also, my computer
will not come up. I have to gain access to my HD through
run but still no programs run. I have done a virus scan
and come up with nothing, any help appreciated, thanks in
advance.

When you use RUN, will the program start? For instance, if you run
C:\Progra~1\Micros~1\Office\Winword (or whatever the equivalent is on your
machine) does WORD open and run?
