Default Windows doesn't complete starting at times

At times my computer doesn't complete starting Windows when I turn it on. I
am running Windows98 Second edition.

This problem began occuring just five days ago. At first it happened once
or twice, now it is happening more frequently, almost every time I turn the
system on.

When I turn on the system, it proceeds to start and goes past the Windows
98 splash screen with the animated bar at the bottom and normally goes to a
dos screen with a string of startup messages that appeared earlier in the
process and then proceeds to build the desktop. When the trouble occurs, I
go past the Windows splash screen the last dos screen comes up empty except
for a cursor flashing in the upper left hand corner. To recover I then
press a reboot button on the computer and the system comes up with a screen
that says "Windows did not complete starting ...” and I have the list of
options presented on how to proceed. At that point I just select option 1,
normal start and the system comes up fine.

What could be causing this new behavior? What could I do to trouble shoot
it?

i am trying to do the recovery program for windows 98 second edition but
theres a hang. It goes through the whole program restarts then it does the
setup stuff but when it gets to the keyboard layout a message pops up saying:
initializing international settings and thats were it frezzes. How can I fix
that or bypass that part?

Found the problem: Dust inside the case and unseated card.

Before going through a series of tests I wanted to eliminate the
possiblity of an unseated board so I opened my case. I found a lot of
dust and the my Promise Ultra66 EIDE Bus controller card slightly
unseated. Seated the card cleaned up the dust.

Does the install get to the part where you select your Regional
Settings. The time zone ?
