Default SURegCreateKey--What Is This?

When attempting to start WinMe inSafe Mode the add new hardware wizard popped
up with "Enum\NETWORK\NDISWAN\0000" in Title Window and "SURegCreateKey" in
comment field. It referenced to an attempt to locate software. What should I
do to correct this and get my WinMe operating system back up and running?

Out of curiosity why were you booting to Safe Mode?
Which AV application do you have installed?
