Default Sluggish internet

Internet surfing is sluggish and rather laggy. When I
attempt to access a webpage like yahoo.com, there will be
no internet activity whatsoever for a minute or so, then
the page will load normally. This problem is across the
board for any webpage. After some time of surfing, the
problem recurs. Any ideas, people?

lots of ideas,
but they're not much use without more information from you, dial up/cable?
isp? modem? software? AV/Spyware scans? firewall? as much information about
your system and OS as you can find will make it easier for those who actually
know the answer, not just whats missing from the question, to help

Win98 OS with Alcatel USB Speedtouch ADSL modem at 256kbps
connection. Connected to internet at 3,488,000 bps. No
known system conflicts. I.E 6 with SP1, also running
Netscape. No firewall/av running as TSR. No other known
internet applications running concurrently. Problem is
probably not with ISP as I had recently formatted my
system and had a similar problem with my system before the
format, and fixed it somehow. Drivers had been updated.
Suspect software fault/config problem somewhere.

If you are on broadband without a firewall or AV running in the
background, you are at serious risk of getting a trojan infection. When
did you last do an AV scan or a spyware scan?

Just today, in fact. They may not be active, but I scan my
system on a regular basis. It seems to be clean. And
yes...I do run multiple antivirus and spy/adware scans.
