Default Window display problem

Just did a repair install to fix a cd rom issue.
When viewing windows as web pages the window icon (L/H top corner)appears
large with no blue shading behind it and large lettering for the folder
name.
All other icons appear correct size.

Some folders when opened (notably Windows & Network Neighbourhood) show
correctly.
Most don't.
How can I fix this? Otherwise everything else works ok.

Tried reinstalling the video card drivers.

Did display ok previously.

Win 98se.
Matrox Millennium 2 display adaptor.
