Default MSN Installer-unable to load procedure number 437 from SHLWAPI.dll

I am trying to install MSN dial-up on a 98SE. The installer starts but gives me the messages: "We were unable to load procedure number 437 from SHLWAPI.dll error code 0x0000007f", and then I get the message: "Error registering the OCX C:\ProgramFiles\MSN\MSNInstaller\MSNINST.dll". What is the problem and what can be done to correct it??

Rich,

The version of shlwapi.dll on your computer is not compatible with the
software you are trying to install. What version of MSN are you trying to
install? Is this a clean install of 98se or has it been patched?
