Run Find and search for those files.
They should be in C:\WINDOWS.

If they are, then your problem obviously isn't that the files are missing.
Rather, it is that, as far as your system is concerned,
C:\WINDOWS cannot be found.

This can be caused by a virus which modifies C:\MSDOS.SYS

The MSDOS.SYS file should start something like this

[Paths]
WinDir=C:\WINDOWS
WinBootDir=C:\WINDOWS
HostWinBootDrv=C

I believe that you may have something else in one or more of those statements.
Perhaps WinBootDir=C:\WINDOWS may instead read WinBootDir=0

If it does, then that is the cause of your problem, and you will need to edit
the MSDOS.SYS file to change the statement back to what it should be.

Instructions on "How to Edit the Msdos.sys File"
are at the bottom of this article.
