Default MS optical mouse not working in USB

Running WIN 98SE on a Toshiba SP 4600 laptop -
Problem is with a MS Wheel Optical Mouse USB -
I had to uninstall all mouse software due to a prob with the Control Panel app. Prior
to this mouse was working fine & I have this mouse and sw loaded on several
computers, including Tosh laptops.
Re-installed the mouse software, which shows as installed & allows you to configure
the mouse movements, therefore that part of the software is working OK.
Mouse will not respond in USB mode!
Mouse works fine with a serial port adaptor; changed mice to ensure that physical
mouse works OK; other USB products work in the USB port, so it's not the ports.
Have uninstalled the sw & cleaned the registry to ensure that all is removed.
Re-installed the sw with the same result. Tried other versions of sw with same results.
"Forced" an install of the hardware using "Add New hardware" - still no luck.
The "stick" mouse on the laptop works fine, as does the USB mouse through a serial port.

In theory BG you install the software with the mouse attached to the USB port,
reboot, remove mouse from port & re-insert, when PNP is to do its thing & all is
wonderful. When I do the unplug & replug part, the cursor changes to an hourglass fo
a few seconds & retunrs to normal - but no mouse usage in USB
Did a search of MS KB & no help there with this problem.

Any ideas of what to look for\at next, would be appreciated.

TIA

I uninstalled the mouse sw & re-booted.
The USB MS mouse does not work on the USB port (yes-there is power to the mouse from
the port)
I then detached the MS optical wheel mouse from the USB port & attached a Logitech
opticfal wheel mouse to the USB port and it works fine. The first time it was plugged
in to the USB, Win 98 detected it & loaded the appropriate driver. Thinking i had now
"solved" the prob, I detached the Logitech mouse & plugged in the MS mouse. No luck.
I haev tried several MS optical wheel mice in the USB port with all of them not
responding - just getting power. Obviously, there is "something" different used by
the MS optical mouse that is not needed for the Logitech optical mouse.

I am stumped!

Rather than mess with MS mice, I've remained a Logitech mouse user. For
similar reasons. No special software/overhead needed. Stick with what
works, and move on. Same mouse works fine with USB legacy enabled in bios
for DOS programs and games.
