You also said "I was told by my program manufacturer ( ATI ) that in order
to get my program
to work I should upgrade my cpu, video card and usb. ..but to call my vendor
first. i did call my vendor and he says you cannot upgrade a cpu. The only
way
is to replace it with another cpu. Is this true? I don't know if he's knows
what he's talking about..so much for vendor support tech help"

You have 2.8GHz P4 running on a 800 MHz bus. Nothing much faster available.
Nothing wrong here.
USB 2.0 ports.
Nothing wrong here.
You said nothing about the video card.

ATI makes video cards primarily, and software for those video cards. It
would help if we knew exactly what you intend to install.

What the **** is your problem with these scarcastic remarks? No one held a gun
to your head to answer. Got nothing better to do than to critize others who,
according to you, are misinformed? Imagine if we all knew the answers to
everything. Go backto your webpage ****head.

Don't get so wound up. This happens a lot in ngs.
What is the program you are trying to install?
From the above, its hard to tell the speed of your cpu. Is it 800MHz or 2.8GHz?
Is you hard drive 2.8GB?
On the box the new program came in, does it have a recommended minimum
specifications needed to run the program.
If you actually do need to upgrade your cpu, vid card, USB to run that program,
then I would suggest either not installing that program or buying a new
computer.
CPU's have to be replaced. You can not upgrade them software-wise (actually you
can overclock them sometimes).
Many motherboards (the circuit board that the cpu sits on
Same goes with a video card. You can install the latest video card drivers, but
that will not ususally be sufficient to run a more demanding program than the
card is designed for. That card would also have to be replaced.
If your hard drive is only 2.8GBs, than it may be too small for your new
program.

I think I finally figured out what your system may be.
I think your cpu is a Pentium 2.8GHz running on an 800MHz bus.
That cpu should be fast enough for basically you buy.
512 MB should also be enough to run that program.

I can't believe I'm responding to the same person who critized my post.

Why
couldn't you respond in the civil way as you do now. We don't know each
other. I admit it was my fault in omitting vital info of my system. That

is why
I entered the #2. I thank you for advising me on that. I have an external

ati
usb tv tuner that worked just fine when i had win98. Now, that i bought a

new
computer of which I gave my stats, with xp, and so called updated drivers

for
xp, I'm having a difficult time getting it to work. I've been exchanging

emails
with ATI tech's for months, and getting no where. Finally one of them

suggested
that I upgrade my cpu, video card and usb software. The cpu confuses me,
because at Intel they have a later version which i d/l for my cpu socket.

So I
was suprised to hear that one has to actually replace the cpu. I am not

going
to do that, I just bought this computer 6 months ago. The speed is 2.8Ghz.

My
hd is 80gigs, so the unit should be able to run easily on this

computer..but
even I know its a lot saying then doing when it comes to drivers. This

unit
does not come with card. Well, I did upgrade the video card, which the

tech
says to make sure it has Direct Sound. I don't know what they mean, and of
course they don't explain. The usb has 2.0 drivers are installed. So even

with
their suggestion I can't get it to work fully. I get all the 5 features,

and
they all work fine except for the TV display, which is the most important.

Each
time I click on it to start, the screen goes black and xp reboots...
