can no longer launch OE

I am getting error messages to the effect that "the
application was not able to to create the Internet Account
Manager" When I acknowledge that message I get another
stating that it cant initialize MSOE.DLL. I have tried to
uninstall IE and reinstalled using CD from MicroSoft to no
avail. This started spontaneously as far as I can tell a
few days ago, i.e. dont recall doing anything new.
