Default USB memory - no drive letter assigned

A drive letter is assigned ONLY after I boot the computer with the stick in
the USB port.

If I plug one in after the computer is on - I can never see it in explorer
It does show up in the in devices window as a drive, but I can not assign a
drive letter to it (field is greyed out)

This is a pain, how can I fix it???
It works on my computer at work that runs Windows 2000
