Default Can't browse local network

Have simple home network. Host runs XP home, client runs Win98SE. Host connects to Internet via broadband connection. Two PCs connected via Ethernet LAN. Prior to activating ICS two PCs worked happily together. Activated ICS by running ICS setup wizard on both PCs.
Can see both network computers on XP machine. Cannot see any network computers on Win98 machine.
Cannot ping in either direction. When I run winipcfg on Win98 machine I can release and renew the IP config data no problem.
Cannot browse network cannot map files.
Going nuts.
