Bypassing Programs in Normal and Safe Mode

Default Bypassing Programs in Normal and Safe Mode

I do not know what I have done to create this situation.
However,

NORMAL MODE
1) I turn the Computer on.
2) Dell Screen comes up
3) Windows screen comes up
4) Mouse comes up
5) Nothing "Else" comes on the screen
6) I can move the Mouse around on the Blank
Screen.
7) Cannot get any other action
SAFE MODE
1) When I select to run in SAFE MODE and enter I
a Respose on the Scree"Bypassing All Programs"
2) The result is a Blank Screen saying Safe Mode.
Nothing else.
3) I am unable to do anything.
HELP HELP HELP HELP HELP HELP
