Default mouse arrow fault

When my previous mouse started, on random occasions to
move horizontally, normally but not vertically I fitted a
new mouse. Now the new mouse has started to be ok for
vertical movements but at random it will not meove
horizontally. Sometimes it might with the arrow keys if i
am lucky. If I switch the PC on and off several times it
eventually clears the fault but eventually it happens
again.
Sometimes when it will not move horizontally if the arrow
is moved to the very top of the screen it can then be
moved horizontally and this sometimes persists elsewhere
and it appears to have solved the fault which
unfortunately usually soon starts again.
Can anyone help?
