Default Second Taskbar on Desktop

I am working with a friend who is using Windows ME. He was running
ScanDisk and touched his mouse while it was in progress. Now, when he boots
up, there is a second Grey colored taskbar at the top of the screen. It shows
all the drives that are in the My Computer window. He can no longer run
ScanDisk. The computer still functions as before, except for this.
How can I delete this second taskbar and restor ScanDisk capabilities?
