Default Active Desktop keeps booting when shut off

How do I get rid of Active Desktop? It keeps booting in
Safe mode...I disable it and change all of my desktop
settings and as soon as I re-boot it appears again no
matter how many times I tried to disable...

are you talking about the active desktop recovery thing? a little more detail please and when it started and why.. (if you know)
