Default win98se hangs on startp-up error

hi ng
i have an error as in the subject line.
it reboots itself and runs scandisk saying i did not shut down windows
correctly, though no input from me.
any ideas whats causing this & more importantly a fix.

win98se, 320mb ram (if that makes any difference?)

Here are possible software causes. It can also be a virus. Does it
happen in Safe Mode? Does it happen in DOS? (Hold CTRL as you boot to
get the Startup Menu, or turn it on at "START, Run, MSConfig, Advanced
button".)
