Default laptop won't power up

I am working on a laptop,Dell latitude CPx. When I plug in the power
adapter the led light come on briefly,I can hear the HD whirling and
then power goes off. This happens is a couple seconds.I also have a USB
test light attached and that goes on then off.
I am thinking it is the power supply. It's part number 9364u. Dell
recalled this one but from a different manufactor.
The battery is dead also so I assume either after it died the power
supply couldn't charge it anymore.
Since this is an older computer could the cmos battery be dead and
effect the power up.

If the CMOS battery was dead, you should get a message to F1 to continue
(with defaults) for F2 (or DEL) to enter system setup. But I would not
expect it to stop the boot. I agree with you that the power supply is the
most likely problem. It can't not produce the required "power good" signal
and the unit shuts down.
