You need to provide specific details about your problem--just that you can't
do something is not helpful. What exactly are you trying to do (be
specific), what does the computer do, etc. If there are error messages,

You need a boot floppy that both boots DOS
(not Windows) and enables the CD drive(s.)
You can get one from www.bootdisk.com

What does it relly say? If it keeps asking you to insert
thr CD then your windows cant read or find the disk.
Or the disk is scrathed up.
Or If you have JUST WINDOWS 98 NOT SE and your using THE
win98 se disk that could be the problem.
Make shour the floppy / CD Mathes you verstion of windows.
But Please Give More detal then that.
