There's no *legal* way to do it unless you have the original OEM disks (or
can get hold of them from the supplier) - but there are acceptable ways.
1) (legal) - go to the Manufacturer's website, and see if they can supply a
set of disks for you.... it may be cheap enough to be a realistic option.
2) (legal-ish) - find a copy of OEM ME for sale on eBay or like - so long as
it's shrink-wrapped it should be OK - use your own key for installation
(BEWARE that some OEM versions are 'BIOS-locked' and will only work on the
OEM's machines - so make sure that the vendor's machine is the same as
yours)
3) Google for a Windows ME OEM disk download torrent - but BEWARE, a lot of
same come with unwelcome 'visitors', so scan with at least two AV's before
use! strictly not legal, but no-one is likely to fault you at this time.
4) Find a friend with an OEM copy of ME (likely to be few and far between) -
strictly not legal,- but then who but you and your friend are going to know,
and no-one is likely to sue you even if they find out

Beyond that, there are any number of variations on the above - and it may be
that the machine could even be running a legal copy of XP!
(What's the Product ID shown on the System page? - what happens if you try
and go to Windows Updates and choose the Custom option?)
