Is there a way to install ME on a laptop with a 133 mhz processor?

Yes but I doubt that you would be able to use the laptop. Microsoft chose
150MHz as the minimum supported processor for good reason and IMO feel
that even that is a bit too low and 200+ would be a better minimum. For
example with a 133MHz cpu you aren't going to be able to use Windows Media
Player.
