Can not unicode ATL70DLL, install ANSI Verison?

This file is part of Visual Studio.NET not Win Me nor any other Microsoft
operating system. If an application requires this run time file then it is
the responsibility of the supplier of that application to provide the user
with a copy.

For example Office 2002 (Office XP) uses this file and it is included as part
of Office 2002.
