Default Good Windows 98 Wi-Fi Managers

Hello,
Are there any good (and hopefully free) wireless access point managers
for windows 98. Otherwise, could someone inform me of how to select
specific wireless routers to connect to with windows 98. I am able to
connect to my router at home wirelessly with this win98 computer, along
with a cisco aironet 350, but I want to know how I would connect to a
specific wireless router in case there were many to choose from, like
in a public restaurant with multiple access points.
