If the folder exists, it will be located at;

C:\Windows\Cab

If the folder does not exist, you will need to replace C:\Windows\CAB\ with
D:\WIN98 (where D is your CD-Rom drive) and restore them using your Windows
98/98SE CD

It may not exist on your ystem.
Try C:\Options\CABS

DO a Find for CAB and see if it shows.
