Default Device Manager disappeared

The CD-ROM on my kids computer doesn't work. I keep
getting the "device isn't available" message. I went to
look under the device manager and the entire system icon is
missing and I can't access the Device manager. The
question now becomes, how do I access the Windows CD when
the drive isn't being recognized by the computer?

First, click Start Settings Folder Options View tab, and click to enable "Show
All Files" and click OK.
Then, open Windows Explorer, search the C:\Windows\System folder for a file named
sysdm.cpl, and double-click it if found....that is the control panel file for the
System icon.

If it is not there, do you have the setup .cab files from the CD copied onto the
hard drive, at C:\Windows\Options\Cabs?

From the Desktop, right-click My Computer
and select Properties.

OR

Hold down a Windows key
and press the Pause/Break key.
