Default Win98 client Win2000 server - client cant change password

whenever a client running win98 is required to change
their network password, they get error saying they are
not authorized to change the password. If i change it
from the server (win2000 server) they can log in and all
is well. this only happens on win98 machines. Any
suggestions? Thanks!
