Default Pen Tablet under Win 98 system

I have an Fujitsu Pen Tablet. It´s an older one. It does its work very fine
under Windows 98. I can click buttons and the pen does its work like a mouse.
But, what I need is a keyboard on the screen, a virtual keyboard. So I can
use the tablet without the hardware keyboard and can write in Windows
programs. In Windows Millenium I found it, but in Win 98 I´m looking for. Can
you help me? Please write in simple words, my english is not the best.
