Default Windows bypass startup files and loads in Safe mode

Pls help! After installation of Win Me on formatted HDD of
notebook Windows only loads in safe mode with initial
black screen message "Windows is bypassing startup files"
though if during very start F8 is pressed, appears dialogs
about each registry or files load confirmation and, if
confirming everything, it loads OK.
Maybe it results from low, almost dead battery (notebook
now is always hooked to main socket) and some power
management or contoller BIOS faults?
Pls help!
