Default System Resources needs to be more than 70%

I have DSL. When I go to certain websites the computer
does not display all of the images, there are only red Xs.
I was told by DSL that the speeds between DSL, the
website, and Microsoft are different, and that microsoft
needs to free System Resouces of more than 70%. Right now
I have 54% free. I don't know how to do this. I don't
want to lose something the computer needs for its
performance. Can microsoft do this?

Whoever gave you this information doesn't know what they are talking about.

Windows 98 can run quite well with only 20% resources free and I run all the
time with between 50-60% with no problems at all. If certain graphics are
not displaying it may be a problem with the site or you need to clear you
browser cache and reload the page.

A few things to try;

Close IE

1. Images not appearing

Start - Run - type regsvr32 /i shdoc401.dll (for IE5) or,
Start - Run - type regsvr32.exe /i shdocvw.dll (for IE4+,5.5,6.x)

A confirmation message should pop up to confirm the action was successful

Open IE and go to a web page and test.

2. Web Page Displays an Image As a Red X or Not at All.
http://support.microsoft.com/default...;en-us;Q283807
This behavior can occur if one of the following conditions is true:
The Show Pictures check box is not selected.
You recently installed a graphics program that changed the file associations
for .jpg, .gif, and other image file types.

Web Pages Display a Red "X" Instead of a Graphic.
http://support.microsoft.com/default...;en-us;Q316545
This behavior can occur if the following conditions are true:
Norton AntiVirus or Norton Internet Security from Symantec Corporation is
installed on the computer. -and-
The Nisdrv.vxd file is damaged. (This file is a component of the Symantec
programs.)
