Default defrag won't work

I cannot get my derfag to work. Reports theres not enough
free memory available. Even when all programmes are
closed. Any ideas??????? Got 256mb RAM and 40 gig h/d
about 70% free space. RAM has same.

Run defrag in safe mode.------------------
Do a restart
When it restarts ,--- hold down F8 key until you see the
windows98 startup flag then release F8, to see option to
go to safe mode.
I think you can also use CTRL key in place of the F8
