Default System Resources

What are the best ways to increase system resources with
Win 98SE? I was told that removing items from the start
menu would help. When the the remove button wants to send
a folder/shortcut to the Recycle Bin, does that remove it
completely, or just from the start menu?

I've been going fro the 44% range to about 63%, so a crash
is probably in the works if I don't fix this soon!

Thanks in advance to any and all that can help me fix this
problem!
