When I boot into windows normal mode then open the "my
computer" window, all of the partitions are listed. But if
I boot into windows safe mode then open the "my computer"
window, only some of the partitions are listed. WHY?

These are hard drive partitions? Or are you missing CD drives? That =
would be normal.

They are hard drive partitions. I have 3 physical hard
drives containing 7 partitions.

First rule, don't do anything precipitous. One false move and some data =
may go bye-bye. That *especially* includes using Scandisk to "fix" =
anything.

Are the drives all connected to on(mother)board IDE controllers? Or are =
you also using a PCI controller? Do you know if any drive overlays (EZ =
Drive, OnTrack, etc.) are in use? What make model machine? How are all =
drives connected (Primary Master, Primary Slave, etc.) Looking at which =
partitions are missing in Safe Mode, do they all belong to a single =
drive? Is that drive perhaps a Slave to a CDROM on Master?

In addition to answering the other suggestions and questions; Are the any
of the drives larger than 137GB, and do some parititions start past
the 137GB mark? Safe mode accesses drives using DOS compatibility
mode, which means the BIOS services in most cases instead of the
usual windows drivers. This could be a problem for reading very large
drives.
Can you see the drives in DOS?
