Default Unable to right click anywhere

I cant see the right click pop up menus anywhere. Unable to right click on
links, folders, shortcuts, everywhere.

How to solve this?

I have Windows 98 SE.

Better check "Control Panel, Mouse, Buttons tab" to see it is properly
set at "Context Menu/Alternate Select".
