Keyboard will not work - sometimes

No critical updates

When bringing up Windows and you get to user block, and you
hit enter key it works. After Windows is up the keyboard
will not work. I go into shut down and bring up computer
in DOS mode, type exit bring Windows back up keyboard will
work. Problem does not look like hardware problem. It will
fail like this about 80% of the time on power up. I have
not changed anything on setup.

Agenda no. 1: try another keyboard to test
whether the problem is hardware (KB).
